Can a delta 44 be used in conjunction with a laptop computer?

Nope.
The delta 44 requires a PCI slot, which laptops don't offer.
Look into one of those PCMCIA interfaces (I think Echo makes a couple...), or a Firewire interface.
I wouldn't go for USB though, the transfer speeds aren't enough for serious multi-tracking.
