Not $200, but you could stay pretty close to $300 with Saluda, which receive excellent reviews at the Drummerworld forum.
 
For under $200, the only half-way decent option is B8s, I'd think.
Well, not really -- depends on what you're wanting. Do you just want hi-hats, crash, and ride? Or are you looking to go for a fuller set with a ride, hi-hats, two crashes, a splash, and a china sort of setup?
 
If by chance you're playing punk or metal or hardcore or something, check out Death By Stereo's "If Looks Could Kill I'd Watch You Die." The cymbals are all B8's. They sound fine to me.
 
Short answer: No.

Long answer: Absolutely not, unless somebody is giving up the good stuff for way too cheap.

Look to pay 200+ for a decent ride cymbal alone.
 
Wuhan...

you can pick up a prepack of Wuhan cymbals for right at $200. Ride, hats, and crash. I don't like them, but only because they sound like Zildjian As and I have been spoiled by years of Paiste playing. ;-) The quality is a nice step above the sheet cymbals like the B8s, etc. It's worth checking out.
