cubase sx3 and latency with EMu 1212m

why is my input latency and output latency different? how do I adjust it so they are the same?


I had the emu-1820 (older model) and it didn't work, but when I opened the section up to change my latency in cubase sx3, the input and out put were exactly the same. the thing is, I didn't do anything to make it that way, it just was. So now that I have newer hardware installed and they differ on latency times, I am unsure how to fix it.
 
not really looking to use a different driver

the one that is used with the emu hardware I can take down to aroun 5 on latency, and the manual recommends to use the drivers that come with the hardware. I know they can sync up becasue I did it by accident before.
