Well, I'm pretty much a newb myself, hopefully the blanks I leave will be filled in, but here goes nothing...
The VST input output thing I'm not going to touch 'cause I don't know the proper way to explain and would most likely make an ass out of myself and confuse everyone else.
The send effects are generally reverb and delay, especially reverb since it is not very CPU friendly. Reverbs tend to use up a lot of processing power so it makes more sense to set up an FX track or two for reverb and send the tracks you want to them. It also makes it a bit easier to set the ratio of wet and dry signals. It's basically the same principle for delays. The insert effects would be compression, eq, modulations, etc. where they are unique for each individual track.
