Open up the list editor (Ctrl-G) while the part or track is selected. There is a dropdown listbox (like a menu) at the top that probably says "Ins. note". Change this to be Control Change. This means you'll be inserting a controller change.
Next, right-click anywhere on the grid on the right side and select the pencil tool. (It's on the bottom row, second from the left)Make sure the list is scrolled to the beginning. In the upper left of the grid, left click with the pencil. This will insert a controller change event. It might not be exactly at the beginning where you want it, but that's OK, you can fix it later.
If you look under the Status column for the event you just added, it should say "BankSelMSB". You can point to it and use the left and right mouse buttons to scroll to other controller message types. But it seems like this is already what you want because you want CC 0 which is under the Val 1 column. (You can also double click in the Val 1 column to change that number if you already know the controller number.) Now change the value under the Val 2 column to whatever bank you want to select. Double click on it to change it.
To add the CC 32 event, repeat the procedure and change the Val1 number to 32 and the Val2 number to whatever bank LSB you want.
One more thing you might have to do is adjust the time in the Start-Pos column to get the program change to be at the start of the list. Use the left mouse button on the time value to reduce it, and the event will be moved earlier in the list.
Also, remember that an easy way to do add a program change is just to record it from your keyboard. Start recording to a new track and then change your keyboard to the program you want, then stop recording. That part will now have the program change in it and you can move it around where you want, for example to the beginning of the track that is to have that sound.
