Would someone please tell me the best way to connect the Tascam 308 mixer to the Tascam 22-4 reel to reel? I currently do not have any connection cables.

That's an easy one! 
Go from the RCA jack program 1 - 4 outs on the mixer to the 1 - 4 line inputs on the recorder and from the recorder's outputs, go back to the tape return inputs on the mixer and you're done.
You'll need to purchase either an 8 channel snake with RCA jacks at each end or just purchase 4 decent RCA plug stereo patch cords from any hi-fi shop or musical instrument retailer.
