I'm building a computer specifically for recoring and mixing on it. What are some parts that are a must to have good quality? And what are some suggested programs? Thanks.

You must have a good quality soundcard to make good quality recordings (Audiophile 2496, Delta 1010, RME Multiface, and so on)... And I suggest you use Sonar 2. It's very good, and easy to get along with...
