Can a compressor with balanced XLR I-O's connect to a preamp TRS jack insert?

You'd need to run it unbalanced, but otherwise, sure. Or just run it in-line.
Not that I'd condone tracking through a compressor (well, not for the sake of managing dynamics anyway).

Short answer, yes.
Whenever I do something like this for the first time, I'll keep the volumes on everything really low to start, and bring them up to make sure nothing gets damaged.
