I'm a singer and I use that term loosely and has anyone got any advice on how to soften my chest voice but without it losing it's power. Like R'N'B singers because at the moment everything I try seems to come sound very operatic but a harsh kind of tone.

I can't help much here apart from practise your projection somehow?

I would love to know if theres a technical term for something like this.

a) get a good contemporary vocal coach

b) get hold of this book: "Popular Singing: A practical guide to pop, jazz, blues, rock, country and gospel" by Donna Soto-Morettini Popular Singing: A Practical Guide to: Pop, Jazz, Blues, Rock, Country and Gospel: Amazon.co.uk: Donna Soto-Morettini: Books

c) without hearing your voice, it is difficult to suggest a solution, but you could try an "elongated" sound (see the book) by dropping the front of your larynx. To do this, try saying "radio presenter voice" in a low and resonant voice, or in a long drawn-out moan, say "oh nooooo". This will exercise your chest voice.
