You got some serious confusion going on there.
There are two things you need to pay attention to here: sample rate, and bit depth. An audio CD has a bit depth of 16 and a sample rate of 44,100 Hz.
Most Cool Edit/Audition users record at higher bitdepths and sample rates, cuz the sound's better. Most mix at those higher rates as well, cuz digital processing works better at higher resolutions. But after they (or you, or anybody) finally gets the mix the way they want it, they carry out that operation I showed you above. Nothing else. Then you can burn the session to a CD and it'll play in a CD player.
