Cart before the horse

The word "foundation" however varies from place to place. My shed did not require any more than footings under support pillars to get electricity. The rest was simply the gentle slope of the dirt. The one I'm building now however will have a flattened area with gravel around footings and a full slab from the front supports to the front of the overhang.

That makes sense - footings and support piers/pillars (that the shed is anchored to?) means its not going to move (easily) so that the electric cables get ripped off the connection point.
 
It was going to be anchored down regardless. It's a fairly level spot, with a slight pool on one side. I figure chat rock, level, concrete pillars for the floor joists (does this go down before the chat goes down?), then anchor to the ground, skirted, electricity..
 
Yes, you would typically pour all your concrete stuff before putting in the gravel bed - unless the piers are going to be resting on that (whatever depth your local ordnances say).
