Can I record decent with what I have right now?

A pc, delta 66 w/ breakout box, several mics.

I know I need a preamp for the condensor, is it needed for dynamics?

Delta 66 can give u excellent results. The room/mic will have a hundred times more influence on sound than the soundcard. Read up on room treatments and getting good sound from your mics

and yes, you need a preamp for dynamics And condensors. you're thinking of phantom power i think - that's what condensors need, but dynamics don't.
