Why on earth would you want to own a professional 1/4", 15 ips, 1/2 track stereo true high fidelity recording device that could produce recordings compatible with professional mastering facilities?
Better instead to buy anything else and leave this one for ARP!
I think he needs an other one anyway to add to his collection.

It's a nice deck, for sure.
It would serve nicely as a half-track analog mixdown/master deck, as would it do especially well as a live-to-2-track analog field recorder from it's mic inputs, [minimum], or from a larger mixer through the RCA inputs, instead.
Stereo-halftrack on 1/4" would be track-width equivalent of the hardly-ever-heard-or-seen 1/2"-4-track [ATR60-4], or the much ballyhooed 1"-8-track & 2"-16-track formats, based on track width/speed equivalents. [MEANS: Big, ass kickin' sound].
Plus, it's brown!... with white & colored buttons,... alloy spinning parts, and best of all,... VU meters with lit faces and real moving needles! Not simulated,... the real thing!

Probably obvious,...
but the Tascam 32 makes the perfect addition to any Tascam recording system, including [but not limited to]: the 30-Series, Tascam 38, M30 mixer, and similar brown recording devices with VU-meters & colored knobs!
... & yes, the 32 goes great with the M312B in pairs!

Actually, I am not in need of a 32 at this moment as I am thinking of trying to use my 38 as a two track, half inch for mastering off the MS-16!!
I might be on the look out for a good used 34 or 44 with dbx though. I have a ton of old projects that were done on that format and don't have a deck in the studio to play those right now.
Maybe a nice rack setup with a 32, 34 and 38 going from floor to ceiling would look cool and keep the studio warm on those cold Canadian nights in the winter!!
Maybe Rick could design me a cabinet??

If it's in as good a shape as the seller purports it be then yes, it's not too bad a deal. But, if there is anything at all wrong with it or out of adjustment where you will have to put additional money into it to make it 100% then no. 400 is a bit much.
Seeing as you don't know that much about reel to reels, how do you propose to verify if the seller is on the up and up?
I hope you have a knowledgeable friend that can come with you to check the machine out in person before you hand over the dough!

I don't want to be a wet blanket but, I have seen so many horror stories over the years of machines that were supposedly perfect, only to find out that there was some minor glitches that needed professional attention and added to the cost of the unit and is why I am sceptical of anything that old and still billed as "mint" condition, according to the seller, no matter how "cool" they seem to be.
Some of the coolest dudes out there are also the biggest slime-balls too, in their spare time.

I bet the head cover is flipped up to hide the fact that somebody ripped off the TASCAM nameplate!!
and there is a couple of paint chips on the rack ears where there screws don't go!!
Also, what's the deal with the half a hub sitting there on the supply side??
Is some other defect being hidden here too?
