Davey, the 16G allows all 16 tracks during mixdown because you mix to a separate stereo track. I don't know, but the Boss may lack that dedicated mixdown track, meaning that you lose two tracks during mixdown. By the way, four of the 16G's tracks are "pairs" of tracks: 9/10, 11/12, etc. You can record separately on each of these tracks (e.g., 9 and 10) although the paired tracks then follow the same linked parameters, like EQ and effects, after recording. And no, you don't need to buy anything else to record, mix, and burn a CD. These days, that's true of any machine with a built-in CD burner.
