best preamp/mic combo for cheap

I have a friend who wants to do some recordings already has a 2496 card, now all he needs is a preamp and mic but he only has 100 to spend and doesnt want to buy used. im thinking the best option would be maybe the art tube mp, behringer mic100, or the berhinger eurorack ub502, and somekind of cheap dynamic for about 50-60 dollars, but unfortunately i dont have a clue about any of those mics or preamps in that range and dont know what to tell him would be the best option.

Pretty difficult to get something decent new for that kind of money. Maybe an SM-57 ($85) and a VTB-1 ($99)?

i just gave him and old mic i had (11 dollar first act mike... basicly the same as the berhringer that looks like an sm58 and about 20 bucks) and had him get an audio buddy and a better mic when he can but thanks for the help
