Behringer UCA202 Help/Suggestions

I just have few questions and doubts about Behringer UCA202 so any kinf of help suggestion would really help a lot.

I was getting some crackles in while working on projects in Cubase. Which is not that big problem as after sometime it automatically use to go away or after a restart of DAW or PC..
Im also not able to record my USB MIDI keyboard (Casio Ctk-3000) it use to lag a lot but after installing the ASIO drivers at-least i was able to play all my Vsti without lag but still had to write all the notes manually in Cubase and still no recording with Cubase..

First I thought its due to less ram (2gb ddr2) but 1 of my friend told its coz i use on-board sound card he did explained something about buffer size in ASIO config. and told me to go for a good audio interface which can solve my problem.

I did searched for m-audio 2496 but its not in my budget :confused:

The one and only thing i can afford for now is Behringer UCA202.
So Im planning to purchase UCA202 and i would like to know how much average latency can one get in a good DAW like Cubase. currently my latency is about 13-14ms at 512 (with ASIO4all Installed) On-board sound card, So if i do purchase UCA202 then will it be a good investment, i know its not the best when compared to the other stuff available but in my case for now something is better than nothing ??

I also did saw a video in which a guy was setting it up with Cubase with a 2ms. input latency but i think it was "Behringer GUITAR LINK UCG102".

Do you think i will be also able to work on that low latency too and without getting some crackles in between while working ? and will i be also able to record my notes without lag in Cubase or any other DAW's piano roll and will there be some quality improvement in the tracks which i hear as i feel its at-least gonna be better than my on board sound crad :D

Note i m not planning to use it with the mixer as many people do (which is really a brilliant way do get more channels and have more control) as i mostly use lots of Vsti for production (Trance and Other Electronic Dance Music) so not that much worried of getting many audio tracks recorded at 1 time but yea in future i m thinking to record some Vocals, electric guitar or some Electric Keyboard even if i get 1 Line.IN for 1 instrument at a time its more then enough as i work alone so no problem..
Please let me know what do you think about my problem/doubts can they be solved by going for Behringer UCA 202 ???

I would be really thankful for any kind of help and feedback :D

My current PC Spec. is :-
AMD Athlon x2 7850 2.8ghz B.E, 2Gb ddr2 (800mz) Ram.
