what are the industry standard programs for making beats?

Fruity Loops.

There really isn't a standard for making beats. Some people like Reason, Sonar (PC), Cubase or Logic the most. Pro tools also, but usually for live recording. I have tried Fruity Loops, but I feel more flexible with Reason.
