Audio tweaker

Hello
I have a Fostex MR8 and I have the WAV manager program which lets me down load individual wav. files to my computer. For those who have done this before.....what is the best program to alter these wav files?? (volume, effects, etc.) After they are altered they can be sent back to the Fostex with the changes if I understand this correctly.

Reaper is an excellent, and cheap(or free if you want) DAW. And once you get your files loaded into Reaper there is no need to put them back into the Fostex, you can do all your mixing on your computer in the DAW.
