audio mixdowns exporting at -12dbFS

I *cough*mastered*cough* a song and put L2 at -0.3dbFS but looking at the mp3 file it's really really quiet? Any ideas of why this could be happening? the track gain is at 0db. I put the main fader at the bottom down a bunch so I could monitor at a lower level and this could be it, but then how do i monitor quieter in cubase? The windows audio mixer doesn't have any effect.
 
Yeah its the Audio Level Control at the bottom that messed it up. So now i need to find some other way of monitoring at a lower level. The Audio Level Control doesn't throw any numbers at me so I have no idea when it's at 0.0db. If it showed me numbers I could just turn it down while I'm mixing stuff and then turn it back to 0.0 when i do a mixdown, but I have no idea where unity gain is!
 
Would turning the PC's master volume down not do it? That way it wont affect the mixdown but you can listen to it quieter. Maybe I have my wires crossed...
 
You will need to turn down your monitors, the master fader should be at 0 at all times (except when you do a fade in or out)

I cannot turn down my monitors any other way without buying something. Why should the master fader be at 0 at all times, even when I'm mixing? I can understand for when i mixdown the file.
 
when you turn the master fader it affects all the levels in your mix. There is no volume control on you monitors? I guess you can just turn it up to 0 before you do the audio mixdown and should be straight
