Audacity Export as Wave Question

I have set up Audacity to record from my outboard ADAC @ 24/96 and then to export to Wave file @16bit/PCM.

I can record, edit and export successfully.

However, the exported Wave file is still @24/96 (~700mb file size for ~40min of music). How can I export to 16/44 Wave ?

I am using the Windows version of Audacity.

Good point. I can see in preferences that you can save to 16bit .wav but not how to change the sample rate. Sample rate conversion is usually in an audio editors Edit or File menu or at least as an FX, but not here. It must do it as there is a preference to set the conversion quality.
There is an option to set the project rate to 44.1, maybe if you do that then it will convert on the Export to Wav (but also set 16bit .wav in the preferences too).

Click on the title of the track that you want to change and select set sample format and 16 bit, this will change the bit depth ..... then at the lower left of Audacity click Project rate and set it at 44100. Now at the top click Project in the title bar and select quick mix. This will convert the track to 44.1kHz. Now it is ready to export as wave for CD.

Also you may want to experiment with the dither settings in the preferences, since you are changing the bit depth. Try with and without dither and compare the results to see if there is any noticeable difference in sound quality.
Typically you would want to apply dither when changing bit depth so as to only truncate unneeded dither bits and not bits containing usable transients and low level audio that adds to the mix. Depending on the context of the mix, it may be fine to just truncate and not hear any substantial difference in quality. Experimentation is key.
