Is a latency time of 2.2ms noticeable? If it is whats the lowest latency can set to be, so it won't be noticeable?

Well basically, 2.2ms out of 1000 ms in a second, that is probably impossible to notice. But not only that, that is a way good latency, but definately watch out for popping problems with the buffering that low.

I doubt most people would notice latency as high as 20ms.

Latency has little to no impact on your recording process unless you are doing dynamic input processing (e.g. applying an effect to an incoming source, controlling a VST instrument, etc). Most soundcards today support some flavor of zero-latency monitoring (e.g. inputs are routed to outputs during recording) which means that your recorded tracks will line up with the playback tracks regardless of what your buffer settings are. Latency is most often a mixing issue.

Unless your doing something in which latency is an issue, I've found that times as high as 60ms are perfectly fine for mixing and somewhat necessary when you get up into the 24 track range.

A good way to test this is to route an output back to an input, then playback/record a hi-hat click track. You should find the recorded track to be within about 1ms of the playback track regardless of your latency settings.
