analog to cd

I apologize if this question has been asked before (i am sure it has). I would like to transfer my cassette's and some old reel to reel's to CD. Some of the audio is poor quality and i would like to clean it up as much as possible. So here's my question's:
#1. What type of soundcard would you recommend. I am willing to spend $100 - $250.
#2. What type of software would be best for this type of application. I am willing to spend $20 - $200.

The best buy for the money in my opinion for software would be Sound Forge XP 4.5.
You can get this for around 50 dollars.
What kind of soundcard do you currently have?

Right now I am just using my standard sound card that came with my computer. My computer is a Compaq 500Mhz with 64 meg of ram. The sound card is attached directly to the motherboard. This is a little disturbing to me. So currently I am using the standard soundcard.
 
Sound Forge XP Studio 5 is out now... but yikes, it's still 16-bit file support only... I can't believe Sonic Foundry... this is a very good tool, if you can live without 24-bit files...

If you can't, for about the same price, CoolEdit 2000 is very similar in features and capabilities.

For real, Al? My 4.5 version offers a choice of 16 or 24 bit, even though I've never actually tried the 24 bit button, because I have only 16 bit capabilities.
 
Well, I just looked at the Sonic Foundry website...

I had XP 4.5 too... not in front of the right PC now, so I can't check... Perhaps XP 4.5 saves files in 24-bit form by padding the 16-bit data with zeroes? I'm pretty sure it can't record 24-bit data...

I'll check tonight or this weekend if I get the chance...
 
Cool Edit 2000 is the best thing for this.

Just record it from tape to HD, hit the reduce noise button, or, if you've got the plugin, the cleaning-up option.
