Anyone know of a good one? Preferably free but a few quid not a problem. Needs to be 64 bit and run in Reaper in Win 10.

You don’t need a plugin - just clone the track - and put a sample delay of 3 to 8 ms or so on it.
 
The original Abbey Road process would vary the delay to give the illusion of two voices not exactly in sync.
 
That sounds like a description of a chorus.

I'd probably just stack a few plugins in two effects loops to get that effect. Or, you know, just layer vocal takes.

Yes which is the point - there are a bunch of ways to get ADT - and if you are not lazy - pretty easy to get the
same thing as ADT.

It is... but fairly wide modulation and only two voices. If you have a chorus capable of adjusting parameters to that degree, you could replicate it that way. Otherwise, I wouldn't be surprised if some tape sim plugins have a "doubler" preset. I've got one or two and can check, but I don't use them much for stuff like that.
Unrelated, but their Vinyl is one of my absolute favorite ways to creatively fuck up a track. Such a fun plugin.
