I have a 60w all tube 2x12 ashdown fallen angel, and on full volume its just about loud enough to be played over drums, i'm wondering if adding a 2x12 cab will increase perceived volume or merely change the tone?

Since your amp is 60 watts adding and extra speaker cab won't add any power. You will still just be pushing 60w, maybe a little less. Someone else with more experience can give you a better, more clear answer.

Yeah i'd realised that there wouldn't be extra power magically appearing, its just whether or not the extra air being pushed will raise perceived volume?

well, you have 2 extra speakers to push air but now the power is split between 4 speakers instead of 2 so each speaker individually is moving a little less air since it's getting a bit less power.
I'm betting it's a wash.
Probably around the same volume but a different tonality.
I have no data to confirm this ..... just taking a wild guess.
:)

It will push more air and it will cover more area.

Guitar cabinets are pretty directional. If you have a 2x12 sitting on the floor, you are going to have a hard time hearing it, while the people in the front row (assuming a 4 foot stage) are getting their heads torn off.

If you got the cabinet you already have off the ground or pointing up toward your ears, you wouldn't need another cabinet.
