ACM 200 - transformer

Does it make sense for the cheap (out of an ACM-3) ribbon transformer to be 1:14? That's about the best reading I'm getting -- it's a fairly inexact activity -- I was getting 1:2 for a while, but I think my alligator clip cables are going bad

edit: OK - resoldered and tested the test cables, and they're better now.
