Durin, one of the software developers for Adobe Audition, wrote an excellent primer on Drivers, Latency and Dropouts over at the Adobe user to user forums HERE. (I'm not sure if you can read posts without signing in but you have nothing lot lose by signing up--it's free and you can opt out of any emails etc.)

Although he's talking about Audition, really what he says applies to every DAW on the market.

Durin is "one of the good guys" and very knowledgeable. This should be required reading for any newbie getting involved in computer-based recording and mixing.
