I Am Buying The Rigid Fiberglass Today To Insulate My Room. Besides Sound Quality, Is It Necessary To Cover Every Bit Of The Wall To Keep From Blowing My Neighbors Out

How Should I Arrange The Instruments, I Have The Drums In One Corner And The Amps Sort Of Across The Room Facing Them. Would It Work Better To Have The Amp Near The Drummer Facing Out?

Putting fiberglass absorption on the walls will have a very minor affect on what neighbors hear. Also, you don't want to cover the whole room with the stuff.
