Did you selected TASCAM US1200 as default recording and playback device in Control Panel->Sound Configuration? And from sonar, is the output bus directed to US1200?

Mine was solved when I reinstalled the ASIO drivers

Looks like plugin noise if not from guitar. Check the guitar plugs and cable first. If not, plugin noise. Sometimes it goes off after adjusting buffer size.

Did you change the project tempo? Tracks go out of sync when you increase or decrease the project tempo even if you don't drag them.
