A lot of programs (like Acid) have bastardized the .wav format and can cause problems, particularly with older apps like cwpa9. You've already found the solution to most of these issues: open in a wav editor and resave (or whatever it takes to rebuild the header).
There have been some good ones over the years that had to close their doors, more than likely because of bandwidth issues. What kind of sounds are you looking for? Acoustic stuff or more electronic?
I've had cheap soundcards before where the actual samples were out of tune, or so aliased that they sounded out of tune. But if every patch on this card is out of tune, you've probably got a global transpose or tuning option set wrong somewhere.

The sounds are just synth sounds built into the card. Chances are your friend has a different or newer card that has more built in sounds than yours. More than likely your card has only the one drum kit, and it's ignoring the patch changes that you send it.
You should start analyzing songs you like the sound of to see what sort of progressions they're using.
Also, start asking yourself what other chords will work with the melodies you're writing.
