Your question is a bit confusing. Are you talking about software that makes sound effects as in weird noises and such or you are looking for effects processors such as reverb?
If the former I'd say look at things such as Reaktor, Max/MSP, even Absynth, Kontakt and Omnisphere. If the latter...

Even in this scenario you wouldn't end up with identical bit-for-bit copy of your audio. This wouldn't just be caused due to the cables, but also by the AD/DA process itself. Add to this a behringer and a really terrible built-in soundcard with all it's subpar components, added jitter, ringing...
BTW, stuff like this almost never sounds 100% satisfactory, and you may end up with some phasy issue. Although, I've used this technique on samples of stuff that I've lifted from movies and other sources, where I just wanted the dialogue for example. It still leaves some of the background noises...

The Tascam is a better unit. Don't let the Tube in ART lure you. It's a starved plate design which does nothing good to your sound. Especially at that price.
They may have the same bit/samplerate specs, but similarities end there. The built-in soundcards have no business when working with DAWs. They are just awful. Period.
Like the others said, ANYTHING you get over that built-in nonsense is going to be vastly superior... unless of course you get...
