I'm not exactly sure if this is the type of sound they are going for, but try a distortion plug or pedal and high pass. Mess with the level of the dry signal to get the sound right. But, I'm not sure if that would be considered "staticy".

Bring up the bass and make sure it doesn't crowd out the kick
Bring up the vocals and lead guitar, make sure they are at a good level in relation to the cymbals

Try putting the overheads under the toms in the same place you would normaly put the overheads. Just lower. The idea here is to pick up more toms relative to the cymbals than you are going to get with using conventional overheads.
