You really are looking for a cheap bass.... For $100 bucks you'll probably have to look for something used, otherwise about $179 might be the bottom line for anything playable or that sounds any good....

For $225 bucks you can get a Roland cube 30, Its a great little amp that cranks... I got the cube 15, its smaller and doesn't have the cosm effects, I didn't need effects cuz I use outboard ones... Listen to the demo's...
