If you had inserts on your recorder you could use a different preamp or if your recorder has stereo rca line-in jacks you could use a preamp there too. Doesn't Behringer have something for phantom powering in situations where there is none on mixer or recorder?
A turntable is one way of transferring tape to 7 inch reels. Put the pancake on to the turntable and the empty 7 inch reel on to your reel2reel. Lace up the tape and press play.

The 238 Syncaset (rackmount)version actualy outperforms the 644 in the audio and transport department. Both use staggered heads, that is they have 2 four track heads out of alignment to get the 8 tracks.

Depends on what noise reduction your old cassettes were recoded whith? Most noise reduction systems work by recording through NR and playing back through the same type NR.
A computer program like Cool Edit is probably the best way, unless you have encoded the tapes whith DBX.
Try Tracktion3 for recording audio and midi. Its the best music program for configuring the computer's internal sound card or for external sound cards. If you want to record multiple audio channels or just for better latency figures, you might want a good external sound card such as from M-Audio.:D
All multitrack cassette machines are set up for high bias, but if you have a few normal bias tapes sitting around doing nothing use them up anyway:D
