    Are you on Windows XP? Try Control Panel>Sounds and Audio Devices>Audio, and check that your MIDI Playback Device is set to Microsoft GS Wavetable SW Synth, and then click Volume (just below it) and make sure that the SW Synth Fader is turned up, as well as your WAVE and Master Volume faders.

    Why would you duplicate the mono track for "stereo panning"? Panning is stereo, and you can pan a mono track anywhere in the stereo field. There's usually few/no reasons for duplicating a mono track when it comes to the stereo spread.
