What is the best soundcard, quality wise, with built in pre's for $1,000 or under? Number of in's and outs dont matter, Im just worried about it having built in pre's and the best quality.

I've read alot about these soundcards. They both have plenty of inputs for me, both get rave reviews, but the only question I have is, which has clearer pre's? Now, I heard the Echo Mona when used with a Rode NT1000 makes for a hell of a clear sounding setup, but which card has the better pre's?
