Audacity is delightful! Used it for years but it does not save as .wav as Samplitude say and Cubase

It doesn't save it as a wav file???? I always thought it did. Hmmm. What does it save as?
 
I had a loud apartment neighbor once. He'd come home from the bar at 2:30am and blast lame pop music. I'd get up about four or five hours after he passed out and run 40Hz through my home theater sub in a 1 second on, 1 second off cycle. That 40Hz sound would go right through the walls, was hard to locate and is below the A weighted range of the meters the city used to enforce the noise codes, which didn't apply during daytime hours anyway. I'd rattle his windows until I heard him wake up and go to Starbucks to nurse his hangover. This was after complaining to him, the management and making several attempts to get the city to enforce its noise codes on him.

There you go. I don't know why this HP laptop puts screen grabs as a smaller version in the top left? None of my other computers do that. If anyone can tell me how to fix it I should be obliged.

Thank you very much for the recommendations and insight. You guys/gals clearly know your stuff and very professional. As you know, I complained to condo association. The woman who runs the condo management sent a letter to the owner (before any hearing occurs) of the condo threatening a $100 fine per day if this 25 year old jackass tenant does not stop. To make a long story short, it has been a week. I assume his landlord has notified him. It did not sway him and he has not stopped. He is not afraid. Unfortunately, what I think will happen is basically what BoulderSound Guy posted. Complain, complain., complain but just to have it fall on deaf ears even if he is in violation of the ordinance.. I know some have mentioned that I should have a conversation with him. Having a conversation with someone about why they are being inconsiderate is useless. You are either raised well and a good person or not. My audio system could blow his Walmart crap speakers out of the water. I have Monitor Audio floor standers. I listen mostly via headphones especially at night as not to disturb my fellow tenants.

My lawyer is confident he can get this guy and sue for monetary damages. He will send a letter to this idiot at his job (i'm sure that will go over real well...lol) and landlord via Sheriff. However, I need a good clean recording, diary of events and another tenant witness to make my case. I have the diary and working on the other tenant.

Many of you have fantastic ideas. Out of all these ideas, what should I use? Should I try Massive Master suggestion of the Tascam's DR-05. Just place it on the floor and should be a lot better than my cell phone recording? I'm in the states, so I would have to be able to buy something off Amazon.US if need be. I don't have a laptop. I do have a powerful desktop.

Even a cheap SPL meter or a phone app is enough to document at least a general volume range. Do you have something other than your phone that takes video? Record a video of a phone app SPL meter's reading while the noise is happening. It will be time stamped, record the audio and the meter's reading all in one. If you can simultaneously record the audio on the phone you'll have two corroborating pieces of evidence. And/or get a cheap SPL meter and record video of its reading with your phone. If you have a dedicated camcorder and SPL meter you could just leave them running with the camera pointed at the meter when you think it's likely he'll start making the noise.
