Audio Interface

I need help. I want to use reaper to record but I need an Audio Interface. I have between $100 and $1000 that I could spend on one. I don't know the reputaton of brands or what makes one more expensive than another. I mostly and obviously worried about the audio quality more than other features. I pan on running a condensor mic, guitar tonelab, and bass, and keyboard to it. Anyone have any recommendations of an audio Interface in my price range. It would need phantom power and would like for it to have USB interface to use with my laptop for testing until I can purchase PC to record on. Any help appreciated.
 
I use a Lexicon USB U42S - it has its pros and cons - just so you know in case you've considered it.
Pro - clean pre-amps, dual headphone, phantom, zero latency, ASIO easy to use, MIDI SPDIF.
Cons - the orig models have a problem with overloading input pots - which requires new pots ($1.00 each) or send to warranty center. It hates the INTERNET so using it to hear tunes on the net will often result in intense static when it starts fighting for resources.
I just saw one for 199 on eBay ( I paid 600 CDN two years ago).
