Tascam 244 sticks in play

Recently acquired 2 x Tascam 244 machines - both not 100% functional.

So I'm on with the 1st one.

Powers up but the play heads and pinch roller move "up' into what I would call "play position"

This is without any tape inserted and nothing pressed other than "power on".

I'd assumed it was a problem with the idler tires (as they are literally "falling off", especially if you touch them!) and have replaced them.

Switched machine back on and it immediately does the same thing...

Any pointers or what I should look at next?

I'm looking for a replacement for the controller belt.
Many people advising I can use a standard plumbing O-ring.

Will post my result here when I have replaced that.
