normalising to 0 db puts the highest peak in your file at 0 db. it does not change the dynamics, it simply makes everything louder and since every soundfile has a different dynamic structure there is no guaranty that two normalised files are (or sound) equally loud.
i only use it for field recordings since they can get a little quiet.
