Thats Subjective but its problably better than the line in on a SB card. 16 bit 44.1 is standard Cd quality. I would check your USB Specs on your Motherboard first and the Unit. Usb-2 is better than Usb-1.

Doesn't matter for a 2x 16/44 interface.

Whether it's worth the money depends on the used converters. I don't expect much from devices like this. They're merely on the market for convenience, not for great performance.
 
but it will at least get my sound files of my 4 track onto my comp without changing the sound right?
 
What do you want to do? Get the four channels individually over to the computer? Or just send a stereo mix?

If the latter, that device will be fine. But so should just about any sound card Line In.

If the former, you're better off with a four-input soundcard like the M Audio Delta 44. Otherwise you'll have to send the tracks to the computer two at a time and then line them up in a multitrack recording program.

Any time you send an audio signal through something into another device, it will change. But digitizing the signal from a cassette multitracker should be pretty transparent as long as you record at 44.1 kHz and 16 bits.
