WMA to MP3 Freeware search

Anybody know of any WMA to MP3 Freeware

I thought CDEX might be able to, and if so, what "extras" / DLL's need to be installed on a PC
 
I could be wrong, but I'm under the impression that any software that can encode mp3s has to pay a royalty to the patent holder of "mp3 technology," or something like that, so its very unlikey that you'll be able to find something for free (they would have to pay the royalty on it, so would end up losing money every time someone downloaded a copy).

CDEX is freeware, and can copy songs from a CD to WAV, MP3, OGG etc
You can also convert WAV, MP3 and other formats fro mone to the other, but there is no mention of WMA as one of the formats.
I am not aware of a royalty, is MP3 proprietary or public format ?
