Window Plugging

Hi all, I've read a few threads about this already, and it looks like making some type of removable particle board plug is a good fit in my application.

I have a stand-alone room in the backyard, a prefab fiberglass panel wall type thing, sort of round shaped (16 4-foot walls and a ceiling that peaks up to 12 feet in the center, while the walls are 8 feet tall. Kind of a yurt, but solid on concrete slab. Not the optimal room, but it's multipurpose and it is what it is. It has r40 insulation in the walls and they are good enough as far as my noise and what gets out of the room, the main issue is that it has 10 windows, (3x4 feet) in 10 of the 16 walls, they are double paned vinyl, but they are off the shelf home depot types, NOT like "quiet Milgard's" or something designed for noise abatement. They leak a lot of sound.

My best bet is to build something that will plug into the sills, but I only have about 2 to 3 inches to work with, so my questions is: Should I just go with 1 or 2 pieces of particle board nailed together, or use 2 pieces with an airspace between them? Note that the airspace would only be around 1/2 to 1 inch thick, which I could fill with spray insulation or fiberglass or something else you may suggest. Of course, it's 10 windows, so much more work to do the airspace thing, so I guess what I'm really asking is, is leaving a small airspace between the particle board going to give me a marked improvement over just using 2 pieces sandwiched together. I can go with MDF as well or whatever, if there's other preferences to particle board. Thanks all.
