The firm that normally makes all my custombuild studiogadgets came up with this eq. We don't know what brand or type it is because the casing doesn't tell, and neither do the innerparts. After dissambly it turned out be be stocked with pro electronics, and is definitly of high quality. We don't know retail proce or year it was made. I paid very little because the dude couldn't make a real-price.

It is a 10 band graphic eq with pink noise and RTA functions.

I believe from the description you gave and the gif, you can feel confident in ruling out Radio Shack.
 
Maybe a lead...?

Those rack handles remind of the old SAE graphic EQs from the late '70s, though all the ones I saw were black not chrome. They were in that homerecording/hi-fi crossover niche with Teac, Superscope, Revox, etc. I think I've got an issue of Modern Recording from '77 with a review of SAE graphic EQs in it. I held onto it cause it's got a really funny ad for the Tascam 80-8 (leisure suits and feathered hair), as well as an ad for a board I used to work on, the Speck 800B. HTH
