which of these two monitors would be better

Both are 3"woofer monitors (I see no sub) - response 100hz-20khz (+/-3 db).
There´s a lot of information below 100 hz, if you need mix/master something , with 3" you´ll need headphones to "take a look" (all the time) on sub/bass frequencies.

5",at least, or 6" (better) and a treated room (a good amount of bass traps, take a "search")and you are in a much better shape.
Sansom Rubicon 5A is just a bit more expensive (but cheaper than the M audio 5",at least in Brazil).An excellent value for the price,and you´ll hear the lows...

I wouldn't go with either of those to mix an album or to master it. The speakers are too small, you'll not have an accurate picture of what the music really sounds like on other playback systems.

Roughly speaking, a monitor with speakers smaller than 6" should be used with a sub. Otherwise, you'll probably go much to heavy on the lower frequencies when you mix.
