which is better to sing on a reverb effect found in the mixer or to put it on mixing

Whilst tracking it's probably better to use the mixer reverb because it won't introduce latency.
Set it up so that the reverb is heard but not recorded, though.

During mixing it's best to use a plugin in your DAW as you'll retain full control over it.
It's better to make your decisions about mix reverb and space once you're able to assess the full completed mix with all the faders in roughly the right place.

If latency isn't an issue, it doesn't matter. Use whichever you prefer. :)
 
reverb during tracking is usually used to help/guide the vocalist. It can be tough to give a good performance when you are hearing your own dry voice. Make sure to not burn it onto the track, just use a plug-in you can manipulate and change later. you'll want to fine tune the reverb qualities when mixing with the rest of the instruments
 
If you're absolutely sure of the reverb and all its settings, you can use the board 'verb during tracking. But holding off on the 'verb until the mix stage gives you more flexibility.
