What's The Deal With 96hz?

I am unclear about the difference between 96hz and 44.1 . I recorded a project at 96hz and when I exported it to 16 bit wave it sonds o.k. but when I convert it to a mp3 it comes out at half speed. I assume the problem is that I didn't convert it from 96hz to 44.100, but I can't find any option that allows me to do that.
What am I missing in the prcess?
 
Sonar does SRC(Sample Rate Convert) u need another program for that
