What's the best time to record vocals, morning, day or night?

Anytime really. Just sing out for 30-45 min to warm it up and stretch it out.

For me, I have severe morning voice that takes hours to clear up so I don't even think about recording vocals until the afternoon.

There isn't a best time. Only individuals and circumstances can determine that.
