You're a bit ambiguous here; however, you can publish a book, novel, short story or publish sheet music or run a program on a PC that will print out "publish" your notes as you play them.

I believe publishing is how songwriters get paid for their work. They register with ASCAP or BMI... the inner-workings of the process is a little fuzzy...

I THINK ASCAP and BMI pay both the "songwriter" and the "publisher," so you'd have to list yourself as both if you're self-published and you want to get all the money that's coming to you. Of course, if you actually expect to get paid by these groups, you should spend a little more time searching and you'll find that the little guys usually...um...don't.
