what to do in a concrete room

so I'm starting to work on the new studio.. Right now i have 2 rooms and both are completely concrete.. ceiling, walls and floor.. a little rough..

I'm guessing it's 100% nessisary to drywall everything before i even think about room acoustics? (panels, bass traps all that good stuff) I'm really new to all this.. give me some mics and a mixer and we're all good.. give me an empty concrete room and i don't have a clue what to do. I don't really have a huge budjet right now.. So i need to make this workable on the cheap. Any suggestions on where to start? any good websites you can direct me to research?

You don't need to drywall.

I treated my room for <$150. See here.
 
You can build treatments now that will help out and get you by. After you frame and drywall (and you should eventually for a multitude of reasons), they can be reused at that time.
