What the EF is a DSP matrix mixer/router and how dose it work???

ive been looking in to cutting down on my latency and want to know how to get rid of latency. wanted to know if Zero-latency monitoring via 10x3 DSP matrix mixer/router actually dose something. by the way i found this expression on the presonus website.
